WELL PERMIT APPLICATION Ojai Basin Groundwater Management Agency (OBGMA) requires all groundwater extraction facilities within the boundaries of the Agency to be registered with the Agency. All new extraction facilities constructed within the Agency Boundary shall obtain a no-fee permit from the Agency prior to the issuance of a Well Permit by the Ventura County Watershed Protection District.
